ANNUAL ASSESSMENT LETTER FOR CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 (REPORTS 05000317/2024006 AND 05000318/2024006)
Dear David Rhoades:
The U.S. Nuclear Regulatory Commission (NRC) has completed its end-of-cycle performance assessment of Calvert Cliffs Nuclear Power Plant (Calvert Cliffs), Units 1 and 2, reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2024, through December 31, 2024. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. The NRC concluded that overall performance at your facility preserved public health and safety. The baseline inspection program was completed at your facility as defined in Inspection Manual Chapter 2515, Light-Water Reactor Inspection Program - Operations Phase.
The NRC determined the performance at Calvert Cliffs, Unit 1, during the most recent quarter was within the Licensee Response Column (Column 1) of the NRCs Reactor Oversight Process (ROP) Action Matrix in Inspection Manual Chapter 0305, Operating Reactor Assessment Program, because all inspection findings had very low safety significance (i.e., Green), and all performance indicators (PIs) were within the expected range (i.e., Green). Therefore, the NRC plans to conduct ROP baseline inspections at Calvert Cliffs, Unit 1.
The NRC determined the performance at Calvert Cliffs, Unit 2, during the most recent quarter was within the Regulatory Response Column (Column 2) of the NRCs ROP Action Matrix in Inspection Manual Chapter 0305, Operating Assessment Program. This conclusion was based on the Unplanned Scrams per 7000 Critical Hours PI having crossed the Green to White threshold during the third quarter of 2024 as discussed in an assessment follow-up letter, dated November 6, 2024 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML24309A247). Because the PI returned to the Green performance band in the fourth quarter of 2024, the NRC is administratively opening a parallel White PI finding, which will remain open until Calvert Cliffs, Unit 2, satisfactorily meets the objectives of the appropriate supplemental inspection. Therefore, in addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs.

This inspection procedure is conducted to provide assurance that the root and contributing causes of risk significant performance issues are understood, the extent of condition and the extent of cause are identified, and the corrective actions are prompt and sufficient to prevent recurrence.
On February 24, 2025, your staff verbally notified the NRC of your readiness for the supplemental inspection to review the actions taken to address the performance issues.
Therefore, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs, scheduled to start on April 7, 2025.
The enclosed inspection plan lists the inspections scheduled through December 31, 2026.
The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.
In accordance with Title 10 of the Code of Federal Regulations 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
