DPR-51 & NPF-6 River Bend Station NRC Docket No. 50-458 Renewed License No. NPF-47 Grand Gulf Nuclear Station NRC Docket No. 50-416 Renewed License No. NPF-29 Waterford 3 Steam Electric Station NRC Docket No. 50-382 Renewed License No. NPF-38 Nuclear Regulatory Commission (NRC) Regulatory Issue Summary (RIS) 2025-01, "Pre-Application Communication and Scheduling for Licensing Actions Related to Digital Instrumentation and Controls," (ML25007A014), January 14, 2025, encourages potential applicants to provide the agency with digital instrumentation and controls (DI&C)-related scheduling information for preapplication activities and licensing submittals.
The requested information has been compiled by Entergy Operations, Inc. (Entergy) for Arkansas Nuclear One (ANO), Units 1 and 2 (ANO-1 and ANO-2), Grand Gulf Nuclear Station, Unit 1 (GGNS), River Bend Station, Unit 1 (RBS), and Waterford Steam Electric Station, Unit 3 (WF3).
Entergy has determined that no additional DI&C activities requiring NRC approval are currently planned for GGNS, RBS or WF3. DI&C activities are being planned for ANO-1 and ANO-2 that may require NRC approval.
The RIS questions and the related information for ANO-1 and ANO-2 are provided below:

Do you plan to submit a DI&C upgrade-related license application (e.g.,
license amendment)? If so, what is the estimated timeframe for such a submittal?
Entergy Response (1): The need for a license amendment will depend on results from the 10 CFR 50.59 review which will be prepared by completion of detailed design. If a submittal is need, Entergy estimates:

Do you plan to hold preapplication meetings with the NRC staff? If so, what is the estimated timeframe for the initial preapplication meeting?
Entergy Response (2): Based on a review of the guidance and results of the 10 CFR 50.59 review, Entergy will determine if NRC approval is required and if so, it is anticipated that preapplication meetings with the NRC staff will be requested approximately 3 months prior to dates given in response to question (1) above.

Do you plan to use DI&C-Interim Staff Guidance (ISG)-06, Revision 2, "Licensing Process," issued December 2018 (ADAMS Accession No. ML18269A259), to prepare your application? If yes, which of the four processes (e.g., Tier 1) described in the ISG do you believe the NRC will use in its evaluation of the application based on the criteria provided in Section C of ISG-06?
Entergy Response (5): The applicable ISG-06 process will be based on the results of the 10 CFR 50.59 review and have yet to be determined. Entergy will determine which ISG-06 process will be applicable prior to any requested preapplication meeting.
