OF FEBRUARY 4, 2025, OBSERVATIONAL PRE-SUBMITTAL MEETING HELD WITH NORTHERN STATES POWER COMPANY ON PLANNED AMENDMENT REGARDING EMERGENCY PLAN REVISION (EPID L-2025-LRM-0013)
On February 4, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a public observation webinar with Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (the licensee). The purpose of the meeting was for the NRC staff to discuss a planned exigent amendment to the Monticello Emergency Plan to revise the Emergency Action Level (EAL) scheme. Xcel Energy presented information related to the planned amendment request for Monticello Nuclear Generating Plant, Unit 1. The proposed change will revise the current EAL HU3.6, River level less than 902.4 ft elevation to include a duration of 60 minutes prior to entry into a Notice of Unusual Event.
The U.S. Nuclear Regulatory Commission (NRC) staff asked for clarification as to why the amendment was being requested on an exigent basis. Xcel stated that it experienced a transient in the river where the level at the instrument location approached the level required to enter a Notice of Unusual Event, although river level was normal and there was no degradation of the ultimate heat sink. Xcel said that the river was susceptible to such transients during the remaining winter months and approval of the proposed amendment would preclude the potential for unnecessary emergency notification.
The licensee submitted the request on February 7, 2025.
