SUMMARY
OF JANUARY 27, 2025, PRE-APPLICATION TELECONFERENCE WITH ENERGY NORTHWEST TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO REVISE THE TECHNICAL SPECIFICATION REGARDING ROD WORTH MINIMIZER FOR COLUMBIA GENERATING STATION (EPID L-2025-LRM-0006)
On January 27, 2025, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Energy Northwest (the licensee) via teleconference. The purpose of the meeting was to discuss Columbia Generating Stations technical specification (TS) requirements regarding rod worth minimizer (RWM). The meeting notice and agenda, dated January 17, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25017A376. Enclosed is a list of attendees at the meeting.
The licensee intends to submit a license amendment request to modify Required Action C.2.1.2 under TS 3.3.2.1, Control Rod Block Instrumentation, which limits reactor startups with an inoperable RWM system to once per calendar year. The licensee maintains independent peer verification of control rod moves during startup. Required Action C.2.2 requires a second licensed operator or other qualified member of the technical staff to verify that movement of control rods follows the banked position withdrawal sequence. The licensee provided presentation slides for the teleconference (ML25027A018).
During the teleconference the NRC staff discussed the details of the revised request and provided the information that the licensee needs to include in the application to be provided on the docket. The licensee discussed instances in which the RWM was bypassed. The NRC staff requested the licensee to elaborate on the conditions, which resulted in bypassing the RWM.
