This is an Observation Meeting. This is a meeting in which attendees will have an opportunity to observe the NRC performing its regulatory function or discussing regulatory issues. Attendees will have an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC is not actively soliciting comments towards regulatory decisions at this meeting.

Purpose:

The purpose of this meeting, between Energy Northwest (the licensee) and the U.S.

Nuclear Regulatory Commission (NRC) staff, is to discuss Columbia Generating Stations Technical Specification (TS) Requirements regarding Rod Worth Minimizer (RWM)

System. Energy Northwest intends to submit a license amendment request to eliminate Required Action C.2.1.2 under TS 3.3.2.1, Control Rod Block Instrumentation, which limits reactor startups with an inoperable RWM System to once per calendar year. Energy Northwest maintains independent peer verification of control rod moves during startup, as Required Action C.2.2 requires a second licensed operator or other qualified member of the technical staff verify that movement of control rods is in compliance with the banked position withdrawal sequence.
