The purpose of this meeting was to discuss topics related to the environmental aspects of Project Long Mott site location and investigations, summaries of impacts and radiological impacts of normal operation, and severe accident analysis in support of a planned construction permit application (CPA). X-energy and Dow shared updates on the development of the environmental report (ER) for the project. The U.S. Nuclear Regulatory Commission (NRC) project managers and staff were present to give feedback to X-energy/Dow related to the above topics.

Summary of Meeting:

X-energy and Dow provided a summary of the environmental impacts associated with the Project Long Mott ER for the NRCs staff review, stating that the proposed federal action involves issuing a construction permit to Long Mott Energy, LLC (LME) to build a Xe-100 small modular reactor with four reactor modules. The LME site is adjacent to Dow Chemical Corporations Seadrift Operations (SDO) in Calhoun County, Texas.

According to the applicants summary of the ER, the site was chosen to best meet the electric power and steam demand requirements of the SDO facility. The ER summary provided indicated that the radiological, environmental justice, endangered species, and historical and cultural impacts are negligible. Land use and socioeconomics resource areas were identified as having SMALL to MODERATE and MODERATE to LARGE impacts while requesting the NRC to evaluate an environmental assessment (EA) for the project. The NRC staff provided an overview of the process utilized for determining whether an EA or an environmental impact statement (EIS) is required and stated that the evaluation of an EA or EIS for the LME project has yet to be determined and will be evaluated during the acceptance review.

X-energy and Dow clarified the types of environmental data, monitoring activities, and information collected and evaluated in the ER to assess the environmental impacts. The applicant clarified the proposed cooling water source and transmission line plans. Waste minimization plans and safety considerations for operating a power plant near a chemical facility were also discussed with the applicant. The applicant provided information on a severe accident analysis and provided an update on constructing a meteorological tower for collecting site-specific data. After the business portion of the meeting, the NRC staff discussed public comments pertaining to the severe accident analysis information presented. In addition, the

2 NRC staff described available opportunities for public comments during the NRCs environmental review of the planned CPA.

Action Items/Next Steps:

X-energy indicated that additional topics for discussion with the NRC staff would be announced on NRCs public meeting site as they become available.
