OF DECEMBER 17, 2024, SEISMIC SCENARIO FOR EPZ DETERMINATION TABLETOP, CLOSED MEETING On December 17, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with the Nuclear Energy Institute (NEI), Jensen Hughes, TerraPower, LLC., and Southwest Research Institute (SwRI) on NEIs White Paper on selection of a seismic scenario for an Emergency Planning Zone (EPZ) boundary determination (ML24187A096).

The closed meeting notice is available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24341A209, and the presentation slides are available under Accession No. ML25043A204. The Enclosure to this summary provides the attendees for the meeting as captured by Microsoft Teams.

During the meeting the NRC staff discussed their observations and comments on the NEI White Paper that was provided by email dated November 14, 2024 (ML24347A147). The NRC staff and the participants from SwRI, under contract to the NRC, requested more detailed information regarding how the approach described in the White Paper can be implemented at the construction permit stage.

The meeting focused on clarifying whether the application of the approach in the NEI White Paper results in a single scenario failure or if there are multiple failure scenarios.

The NEI explained that the proprietary data presented during the tabletop demonstration of the approach described in the NEI White Paper regarding seismic event selection for the sizing of the EPZ, represents the TerraPower proprietary Natrium Fragility Data (ML25043A173).

TerraPower provided dose consequences for the full-core source term generated in NAT-6959.

Participants discussed the generation of radiological consequences, methods and assumptions used to implement the approach described in the NEI White Paper. The general methodology used to determine radiological consequences for the Natrium project are described in the Radiological Release Consequences Methodology Topical Report, NAT-5026. A non-proprietary version of that topical report is available in ADAMS ML23311A139. During the tabletop demonstration, participants discussed the Licensing Basis Event (LBE) and EPZ radiological consequence analyses and how the WinMACCS code was used to determine consequences.

NRC staff appreciates the active participation and feedback provided by NEI and industry representatives during the tabletop demonstration and explained that additional comments and questions on the NEI White Paper would be consolidated and submitted by the staff in writing to NEI.
