SUMMARY
OF FEBRUARY 3, 2025, PUBLIC TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST REGARDING REBASELINING TECHNICAL SPECIFICATION SECTIONS 3.4 AND 3.9 (EPID L-2025-LRM-0004)
On February 3, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting via teleconference with representatives of the Tennessee Valley Authority (TVA) to discuss a proposed license amendment request (LAR) for Watts Bar Nuclear Plant (Watts Bar),
Units 1 and 2. The meeting notice and agenda for this meeting, dated December 2, 2024, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML25022A037. TVA stated that it plans to submit an LAR for Watts Bar, Units 1 and 2, that would request the adoption of 17 Technical Specification Task Force (TSTF) travelers. The proposed changes would rebaseline each units Technical Specification (TS) sections 3.4, Reactor Coolant System (RCS), and 3.9, Refueling Operations. TVA explained that Watts Bar, Unit 1, received its operating license on February 7, 1996, and Watts Bar, Unit 2, received its operating license on October 22, 2015. Both units TSs were based on NUREG-1431, Standard Technical Specifications [STS], Westinghouse Plants, Revision 0.
TVA performed an assessment of the remaining 108 TSTF travelers that it has not yet adopted for Watts Bar, Units 1 and 2, and determined that approximately 60 would be beneficial for the Watts Bar units. TVA plans to submit five LARs requesting the adoption of these TSTF travelers and grouped them by affected TS section. TVA noted that it recently submitted an LAR to adopt TSTF-505, Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b, and because Traveler 505 will affect most of the same TSs in four of the LARs, it will delay submittal of those LARs until after the TSTF Traveler 505 LAR is approved to avoid potentially linked submittals.
TVA described and demonstrated how the LAR will look. The markups of the affected TS pages will be color coded to correspond to a particular traveler. Each traveler will have its own section in the LAR with the same following subsections:
Description of proposed change Differences between the proposed change and approved traveler Summary of approved traveler justification Differences between plant-specific justification and approved traveler justification
NRC approval for traveler Listed of affected pages Regulatory analysis, including regulatory criteria, precedence, and whether a no significant hazards consideration is involved.
TVA listed the TS sections that will be affected by the LARmainly sections within 3.4 and 3.9.
However, one LAR also affects TS section 3.7.4, Atmospheric Dump Valves (ADS), so it will also include the proposed change in the LAR.
The NRC staff suggested that TVA include justification for any differences from the STS as well as variations that are other than administrative in nature to help facilitate an efficient review of the proposed LAR.
TVA plans to submit the LAR by March 14, 2025, and will request approval within 1 year.
