Reference 1 provided Wolf Creek Nuclear Operating Corporations (WCNOCs) request for relief from two 10 CFR 50.55a requirements for the upcoming fifth inservice testing program interval.

Reference 2 provided a request from the U.S. Nuclear Regulatory Commission (NRC) for additional information related to one of the two requests, specifically request 5PR-01 for the centrifugal charging pump suction pressure gauge range requirements. The attached provides a response to the request for additional information.

EMIB-RAI-5PR-01 Alternative Request 5PR-01, Section 1, ASME Code Components Affected, specifies Wolf Creek Centrifugal Charging Pumps PBG05A and PBG05B as Group A pumps. However, Wolf Creek Alternative Request 4PR-02, dated October 8, 2014 (ML14288A316) for the Fourth 10-Year IST Program indicates that Centrifugal Charging Pumps PBG05A and PBG05B are Group B pumps. In addition, the Wolf Creek Fourth 10-Year IST Program, dated September 2, 2015 (ML15253A753) on page 129 indicates that Centrifugal Charging Pumps PBG05A and PBG05B are Group B pumps. The licensee is requested to clarify this difference in the categorization of Wolf Creek Centrifugal Charging Pumps PBG05A and PBG05B in Alternative Request 5PR-01 in comparison to other documents.

WCNOC Response:

In 2024, prior to submittal of Alternative Request 5PR-01, Wolf Creek Nuclear Operating Corporation (WCNOC) document WCOP-02, Inservice Testing Program for Pumps, Valves, Snubbers, Revision 16 Change Notice 190 changed the classification of the Centrifugal Charging Pumps (CCPs) from Group B pumps, as identified in ML15253A753 and ML14288A316, to Group A pumps. This change in pump grouping was based on industry operating experience presented at the 2022 Inservice Testing Owners Group, which prompted a review of the CCP classification within the IST Program.

The 2004 Edition of the American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code), Section ISTB-2000, defines Group A pumps as "pumps that are operated continuously or routinely during normal operation, cold shutdown, or refueling operation." Review of pump run times showed that during refueling outages, these pumps are used enough that it could be interpreted as routine operation. This prompted the conservative decision to change the CCP classification from Group B to Group A.

WCNOC had already been and is currently testing the CCPs to Group A standards in accordance with the current ASME OM code of record, ASME 2004 through 2006 addenda, and Relief Request 4PR-02 (ML14288A316). In the Fifth Inservice Testing Interval, WCNOC plans to continue to test the CCPs in accordance with the ASME OM Code, 2020 Edition standards for Group A pumps, except for where relief is requested in 5PR-01.
