Background
By letter dated October 22, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No.ML24296B190), Wolf Creek Nuclear Operating Corporation (the licensee) submitted Alternative Requests 5PR-01 for pumps and 5VR-01 for valves to the U.S. Nuclear Regulatory Commission (NRC) for alternatives to specific inservice testing (IST) requirements in the 2020Edition of the American Society of Mechanical Engineers (ASME) Operation and Maintenance of Nuclear Power Plants, Division 1, OM Code: Section IST (OMCode) at the Wolf Creek Generating Station (Wolf Creek) associated with the Fifth Interval IST Program in accordance with 10 CFR 50.55a, paragraph (z)(1).
Based on its review of the application, the NRC staff determined that, to complete its review, it needs a response to its request for additional information (RAI) below. The NRC staff may have additional RAIs. The licensee staff determined that a draft RAI clarification call was unnecessary. The licensee staff requested, and NRC agreed, to an RAI response by February 14, 2025.
The NRC staff considers that timely responses to RAIs help ensure sufficient time is available for staff review and contribute toward the NRCs goal of efficient and effective use of staff resources. Please note that if the licensee does not respond to this request by the agreed upon date or provide an acceptable alternate date, the NRC staff may deny the licensees application under the provisions of 10 CFR 2.108. Regulatory Requirements The NRC regulations in 10 CFR 50.55a(f)(4), Inservice testing standards requirement for operating plants, state, in part, that throughout the service life of a boiling or pressurized water-cooled nuclear power facility, pumps and valves that are within the scope of the ASME OM Code must meet the inservice test requirements (except design and access provisions) set forth in the ASME OM Code and addenda that become effective subsequent to editions and addenda specified in paragraphs 10 CFR 50.55a(f)(2) and (3) and that are incorporated by reference in paragraph 10 CFR 50.55a(a)(1)(iv), to the extent practical within the limitations of design, geometry, and materials of construction of the components.
The NRC regulations in 10 CFR 50.55a(z), Alternatives to codes and standards requirements, state:
Alternatives to the requirements of paragraphs (b) through (h) of this section or portions thereof may be used when authorized by the Director, Office of Nuclear Reactor Regulation. A proposed alternative must be submitted and authorized prior to implementation. The applicant or licensee must demonstrate that:
(1) Acceptable level of quality and safety. The proposed alternative would provide an acceptable level of quality and safety; or (2) Hardship without a compensating increase in quality and safety. Compliance with the specified requirements of this section would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
Request for Additional Information (RAI)

Alternative Request 5PR-01, Section 1, ASME Code Components Affected, specifies Wolf Creek Centrifugal Charging Pumps PBG05A and PBG05B as Group A pumps. However, Wolf Creek Alternative Request 4PR-02, dated October 8, 2014 (ML14288A316) for the Fourth 10-Year IST Program indicates that Centrifugal Charging Pumps PBG05A and PBG05B are Group B pumps. In addition, the Wolf Creek Fourth 10-Year IST Program, dated September 2, 2015 (ML15253A753) on page 129 indicates that Centrifugal Charging Pumps PBG05A and PBG05B are Group B pumps. The licensee is requested to clarify this difference in the categorization of Wolf Creek Centrifugal Charging Pumps PBG05A and PBG05B in Alternative Request 5PR-01 in comparison to other documents.
