Request For Additional Information Re: Valve Relief Request (VRR) - 02 and Valve Relief Request (VRR) - 03 Date: February 10, 2025 Mr. Dilorenzo, By letters dated October 22, 2024, Arizona Public Service Company (the licensee) submitted Valve Relief Request (VRR) - 02: Alternative Request Allowing Normally Closed Valves with a Safety Function to Close to be Exercise Tested Once per Refueling Cycle and Valve Relief Request (VRR) - 03: Alternative Request Allowing Removal of the Lower Acceptance Criteria Threshold from Solenoid-Operated Valves.
On January 30, 2025, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and licensee representatives to discuss VRR-02 and VRR-
- 03. The discussions were supportive to the goal of a mutual understanding of the intent of the proposed relief requests and clarifying indistinct issues, the result of which will make the review of the relief requests more efficient. However, in order for NRC staff to complete the review of the submittals, the NRC staff requests confirmation of the items listed in the attached Request for Additional Information.

By letters dated October 22, 2024, Arizona Public Service Company (the licensee) submitted Valve Relief Request (VRR) - 02: Alternative Request Allowing Normally Closed Valves with a Safety Function to Close to be Exercise Tested Once per Refueling Cycle and Valve Relief Request (VRR) - 03: Alternative Request Allowing Removal of the Lower Acceptance Criteria Threshold from Solenoid-Operated Valves.
Regulatory Basis In order for NRC staff to complete the review of this section, the NRC staff requests confirmation of the following items.
RAI-01
The licensee is requested to describe the administrative controls (such as the shift turnover process or other operational control procedure) that will be implemented for each valve within the scope of Alternative Request VRR-02 when placed in its non-safety position (particularly beyond a single reactor operator shift period) to ensure that the valve is returned to its safety position following the plant activity.
RAI-02
As the ASME OM Code quarterly inservice test will not be performed for the valves within the scope of Alternative Request VRR-02, the licensee is requested to describe its plans to assess the operational readiness of each valve when moved to its non-safety position and then returned to its safety position, such as by monitoring stroke performance, any abnormal or erratic operation, and successful full closure to avoid seat leakage.
