River Bend Station Alert and Notification System Significant Change Approval On October 23, 2024, FEMA Region 6 forwarded for review and approval, an updated Alert and Notification System (ANS) Evaluation Report Rev. D for River Bend Station, dated September 24, 2024. The proposed changes represent a significant change to the State plan and therefore, in accordance with 44 C.F.R. § 350.14 require FEMA Headquarters (HQ) review and approval. In accordance with 44 C.F.R. § 350.14, FEMA Region 6 reviewed the proposed changes and recommended approval of the Report. Pursuant to FEMA Delegation of Authority Number: FDA-800-21-0002, issued September 17, 2021, the Assistant Administrator, National Preparedness Directorate, approves significant changes.
The Report includes the following changes:
- Switching the primary alert method, from sirens to IPAWS-WEA (Integrated Public Alert and Warning System - Wireless Emergency Alert).
- The primary notification method will remain as EAS (Emergency Alert System) but activated through IPAWS.
- Maintains route alerting and notification as the backup ANS system.
The proposed changes will continue to meet the minimum acceptable design objectives for coverage and capability as described in the FEMA Radiological Emergency Preparedness Program Manual, December 2023 (Part V, Section B).
Based upon thorough review of the Report by FEMA Region 6 and FEMA HQ, I find the proposed changes are adequate to protect the health and safety of the public living in the vicinity of the plant and provide reasonable assurance appropriate protective measures can be taken offsite in the event of a radiological emergency.
