Dear John Lubinski:
On September 17, 2024 (Reference 1), the U.S. Nuclear Regulatory Commission (NRC) issued a request for additional information (RA!) to American Centrifuge Operating, LLC's (ACO) amendment request dated May 9, 2024 (Reference 2). On October 17, 2024 (Reference 3), ACO provided responses to the NRC's RAls. On December 13, 2024, NRC and ACO staff held a closed discussion to further clarify the responses and discuss ACO's proposed license conditions. On January 2, 2025 (Reference 4), ACO submitted a supplement to the amendment request to provide proposed license conditions and clarifications to previous RAls. On January 13, 2025, NRC requested additional changes to be made to the proposed license conditions. Therefore, the purpose of this letter is to provide ACO's final supplemental information to support the NRC's approval of the subject amendment by February 28, 2025.

Enclosure 2 provides the revised detailed description and justification for the proposed changes as previously submitted by References 2, 3 and 4. Enclosure 3 provides revised proposed changes to LA-3605-000 I, License Application for the American entrifuge Plant. Enclosure 4 provides revised proposed changes to LA-3605-0003, Integrated Safety Analysis Summary for the American Centrifuge Plant.
For NRC's ease of review, these supplemental revised responses and proposed changes are shown in green highlighted tracked changes with a revision bar in the right-hand margin.
Enclosures I and 4 contain Security-Related Information and ACO requests these enclosures be withheld from public disclosure per 10 CFR 2.390(d)(l). In accordance with the guidance provided by the U.S. Department of Energy, Enclosure 4 also contains Export Controlled Information. This information must be protected from disclosure per the requirements of IO CFR Part 810. Additionally, Enclosure 4 contains Proprietary Information and ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR 2.390(a)(4). An affidavit required by 10 CFR 2.390(b)(l)(ii) is provided as Enclosure 5.
