P.O. Box 88, Jenkinsville, SC 29065 DominionEnergy.com January 30, 2025 In accordance with NUREG-1022, Revision 3, Section 5.1.2, Dominion Energy South Carolina, Inc. (DESC) is submitting this letter to formally withdraw its Licensee Event Report (LER) 2024-003-00, for Virgil C. Summer Nuclear Station (VCSNS). This LER reported a condition where both trains of Engineered Safety Features (ESF) located in the Control Building were potentially inoperable.

On September 17, 2024, ESF in the Control Building were conservatively declared inoperable upon discovery of degraded steam propagation barrier door latch. The degraded door latch was repaired following discovery. The event was initially reported under 10 CFR 50.73(a)(2)(vii) as a Common Cause Inoperability of Engineered Safety Features, while evaluation of the condition was performed to understand if the ESF were in fact compromised by the discovered condition.

The engineering evaluation of the condition is complete and determined that the Steam Propagation Barrier Door (DRCB/501) would have performed its safety-related function. As a result, the ESF located in the Control Building were operable, as the support function of DRCB/501 would have been performed had a postulated high-energy line break occurred in the Turbine Building.
