Dear Dr. Geuther,
By letter dated December 13, 2024 (Agencywide Documents Access and Management System (ADAMS)
Accession Package No. ML24362A106), Pennsylvania State University submitted a financial test and self-guarantee for Breazeale Nuclear Reactor. The purpose of this e-mail is to provide the results of the U.S.
Nuclear Regulatory Commission (NRC) staffs acceptance review of this submission. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.75(e)(1)(iii)(C), Reporting and Recordkeeping for Decommissioning Planning, and Appendix E to 10 CFR Part 30, Criteria Relating to Use of Financial Tests and Self-Guarantee for Providing Reasonable Assurance of Funds for Decommissioning by Nonprofit Colleges, Universities, and Hospitals, the applicant shall demonstrate financial assurance for decommissioning.
The NRC staff has estimated that this licensing request will take approximately 180 staff hours to complete. The NRC staff expects to complete this review by September 30, 2025. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
These estimates are based on the NRC staffs initial review of the application, and they could change, due to several factors including, among other things, requests for additional information, and unanticipated addition of scope to the review or insufficient detail data in the audited financial statements or the independent accountants report.
