SUMMARY
OF JANUARY 14, 2025, PUBLIC PREAPPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A FUTURE SEQUOYAH NUCLEAR PLANT, UNIT 2, LICENSE AMENDMENT REQUEST RELATED TO EXTENDING TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENTS 3.6.12.2 AND 3.6.12.3 (EPID L-2024-LRM-0149)
On January 14, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting with representatives from Tennessee Valley Authority (TVA). The purpose was to discuss a planned Sequoyah Nuclear Plant, Unit 2, license amendment request (LAR) that would extend the technical specification (TS) surveillance requirements (SR) interval for SR 3.6.12.2 (Ice Condenser - Ice Mass Weighing) and SR 3.6.12.3 (Ice Condenser Flow Passage Inspection) which are normally performed on an 18-month frequency in conjunction with a refueling outage. The meeting notice and agenda, dated December 19, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML24354A287.

During the meeting, the licensee presented information (ML25010A252) regarding the proposed TS change. In response to the TVA presentation, the NRC staff discussed with TVA how SRs 3.6.12.2 and 3.6.12.3 are applied, ice sublimation rates in general, and that the following elements would help ensure a comprehensive LAR:
- 1. The presentation included that the minimum weight of 1145 pounds of ice per basket in SR 3.6.12.2 contains a 15 percent conservative allowance. Discuss how the 15 percent figure was derived.
- 2. The presentation included that the use of a simplified linear sublimation rate is considered adequate, given the fact that actual sublimation is half of the assumed sublimation. Discuss how this half amount was derived?
- 3. The presentation included that historical data for Sequoyah Nuclear Plant, Units 1 and 2, have shown cycle-to-cycle sublimation rates of around 3 percent. Provide some detailed information/data that reflects the 3 percent figure.
The NRC staff did not make any regulatory decisions or commitments at the meeting. There were no members of the public in attendance.
