OMAHA PUBLIC POWER DISTRICT, FORT CALHOUN STATION, UNIT 1 AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION - APPROVAL OF DECOMMISSIONING QUALITY ASSURANCE PLAN, REVISION 18

By letter dated May 16, 2024 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML24137A278), as supplemented by letters dated October 7, 2024 (ML24281A166), and November 20, 2024 (ML24324A349), Omaha Public Power District (OPPD) submitted to the U.S. Nuclear Regulatory Commission (NRC) for review and approval Revision 18 of the Decommissioning Quality Assurance Plan (DQAP) for the Fort Calhoun Station (FCS), Unit 1 and Independent Spent Fuel Storage Installation (ISFSI). The DQAP is associated with Facility Operating License No. DPR-40, Docket No. 50-285, and Docket Nos.
72-54 for the ISFSI, and 71-0256 for radioactive material packages. The proposed changes to the FCS DQAP, which are considered to be reductions in commitments, were submitted for NRC review and approval in accordance with the provisions of Title 10 of the Code of Federal Regulations (10 CFR) Paragraph 50.54(a).
Subsequently, the Office of Nuclear Material Safety and Safeguards, Division of Decommissioning, Uranium Recovery, and Waste Programs, Reactor Decommissioning Branch staff reviewed OPPDs submittal and determined that FCSs Quality Assurance Program (QAP) described in the DQAP meets the criteria of Appendix B to 10 CFR Part 50, and was, therefore, acceptable (ML24352A343 and ML24352A347).
With respect to 10 CFR Parts 71 and 72 activities and in accordance with 10 CFR 71.101(f) and 10 CFR 72.140(d), respectively, enclosed is the QAP Approval for Radioactive Material Packages No. 0256, Revision No. 9. This approval satisfies the requirements of 10 CFR 71.17(b) and 71.101(c) for a QAP approved by the NRC, as well as approval of those changes to your QAP that are considered reductions in commitments to the NRC prior to implementation as required by 10 CFR 71.106.
This letter also serves as a reminder that if you are using or planning to use an NRC-approved packaging, you must be registered for use of that packaging with NRC. Registration for use of NRC-approved packagings should be made pursuant to 10 CFR 71.17(c)(3).
In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public
