SUMMARY
OF DECEMBER 12, 2024, PERIODIC ADVANCED REACTOR STAKEHOLDER PUBLIC MEETING On December 12, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held an information meeting with a question-and-answer session with stakeholders to discuss advanced reactor topics including:
Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act (ADVANCE) Act Section 207 - Combined License Review Procedures.
Canadian Nuclear Safety Commission (CNSC)-NRC Memorandum of Cooperation: Joint Report on Classification of Structures, Systems, and Components.
Nuclear Energy Institute (NEI) White Paper Discussion on Selection of a Seismic Scenario for an Emergency Protection Zone (EPZ) Boundary Determination.
ADVANCE Act Section 203 - Nonelectric Uses of Nuclear Technology.
Risk-Informed, Performance-Based Regulatory Approaches.

For each topic listed above, the NRC staff provided information and allotted time for stakeholder comments and questions. Stakeholders provided feedback on these topics and asked clarifying questions. NRC staff appreciates the feedback provided and no follow-up actions were identified.
The NRC staff also provided a brief update on status of advanced reactor licensing activities, including recently completed reviews and brief statistics on applications/licensing actions currently in progress.
NRC/ Idaho National Institute (INL) staff made two presentations on the ADVANCE Act of 2024. Section 207 related to the requirements under the act on Combined License review
procedures and brief description of how staff intends to implement provisions of the act. Section 203 related to licensing considerations relating to the use of nuclear energy for nonelectric applications.
Following, the staff provided an update on the status of the joint report with the Canadian Nuclear Safety Commission providing an overview of regulatory approached to the classification of structures, systems, and components.
On the topic of seismic scenario for an EPZ boundary determination the NEI discussed the responses to staff question on NEI white paper NEI 23-01 submitted in December 2023. It was decided during the meeting that a detailed question and answer session will be taken up in a planned closed meeting to include a tabletop exercise soon.
Finally, the NRC staff provided an historical perspective on risk-informed, performance-based approaches to regulations.
