Communications, 70.21(h) Filing, and 51.60(a) Environmental report - materials licenses, Global Laser Enrichment LLC (GLE) hereby submits an Environmental Report (ER) that supports the application to be submitted to possess and use special nuclear material in the Paducah Laser Enrichment Facility (PLEF). The facility will be located in

REGS-PLEF-NRC-LTR-1000005 Page 2 of 4 McCraken County, Kentucky, outside the limits of the City of Paducah. The NRC granted a temporary exemption from the requirements of 10 CFR 70.21(h) and 51.60(a) to allow submittal of the ER separately for review and approximately 6 months, but no later than 12 months prior to the submittal of the safety and safeguards portions of the license application.

Summary of this Submittal As required by 10 CFR 51.60(a), the ER contains the information specified in 10 CFR 51.45 to support the NRCs evaluation of the environmental impacts of licensing the PLEF to meet requirements of the National Environmental Policy Act of 1969. Site specific seasonal data was collected during a one-year period of 2024. The ER is organized in accordance with NUREG-1748, Environmental Review Guidance for Licensing Actions Associated with NMSS Programs, dated August 2003. The following document(s) are enclosed with this letter:

Environmental Report for the Paducah Laser Enrichment Facility as required by 10 CFR 70.21(h) and 51.60(a), is considered Non-Proprietary, and reflects guidance provided in NUREG-1748, Environmental Review Guidance for Licensing Actions Associated with NMSS Programs, dated August 2003. (Enclosure 1, Enclosure 2)

As discussed with NRC staff, the geotechnical evaluations and analyses for the PLEF are still being performed and are not complete at this time. The following appendices will be updated accordingly along with the applicable sections in the next revision. This information is expected to be completed over the next month.
