Letter of Intent for Licensing Activities for the Production and Handling of High-Assay, Low-Enriched Uranium (HALEU)
On behalf of General Matter, Inc. (General Matter), I am pleased to submit this Letter of Intent (LOI) to the U.S. Nuclear Regulatory Commission (NRC) in anticipation of our forthcoming application for the necessary licenses to support the production and handling of High-Assay, Low-Enriched Uranium (HALEU). This LOI outlines our intent to engage with the NRC in the licensing process for activities regulated under 10 CFR Part 70, as well as any applicable regulations for the possession, use, and transportation of HALEU.
General Matter has been awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract by the Department of Energys Office of Nuclear Energy (DOE-NE) under Solicitation No.
89243223RNE000031. This award specifically supports the DOE-NEs strategic objectives of securing a domestic supply chain of HALEU to support the continued development of advanced reactors and to strengthen U.S. leadership in nuclear technology.
As a DOE-NE HALEU IDIQ awardee, General Matters anticipated scope of responsibility under future task orders includes the enrichment, storage, and transportation of HALEU.
These operations are critical to meeting the growing demand for enriched uranium necessary to support both domestic and international markets, with an emphasis on maintaining safety and security standards.
General Matter intends to file the necessary license application with the NRC in accordance with the regulatory framework for the handling of special nuclear material (SNM), as outlined in 10 CFR Part 70. These applications will include detailed descriptions of our proposed activities, as well as comprehensive safety and environmental analyses to
ensure compliance with NRCs stringent requirements for the protection of public health, safety, and the environment.
General Matter will develop a comprehensive Regulatory Engagement Plan (REP) to ensure effective and timely communication with NRC staff throughout the licensing process.
General Matter has preliminarily identified several regulatory compliance items that would benefit from early alignment with the NRC through the Topical Report process and we look forward to discussing these as part of the REP. outlines the schedule of anticipated license application, environmental report, topical report, and REP submittals. General Matter requests that Enclosure 1 be withheld from public disclosure in accordance with 10 CFR 2.390. An affidavit supporting this request is included as Enclosure 2.
In support of these efforts, we request that the NRC assign a project number and designate a project manager to facilitate efficient coordination and oversight of our licensing activities.
