¥..arch 10, 197 8 Under the provisions of the Freedo~ of Inforoation Act, 5 U.S.C.552, I am requesting access to information concerning the following:
Hr. Clifton Fowler of your offi.:::e cz,2-led e -.Jn December 2 and 9, 1977, and stated t ha t Congres sman Dingell
{}lichigan) was chairman of a con::;:iittee involved in reviewing the apparent HUF of highly enriched uraniw:a at the NUHEC company several years ago (about 1 965).
}fr. Fowler stated that he had a document that record ed or otherwise implied that I had knowledge of an involv e~ent by t he Joint Committee of Atomic Energy in which the JCAE tried to oake a 11penetration in a clandestine manner" of the NU}\\EC company to determine if the :t:{UHEC management 1,:as involved in a diversion of special nuclear material to Israel.
Mr. Fowler further stated that a forner Atouic Energy Commission employee (presusably no*,:,,'ith the i'iuclear Regulatory Commission) ha d told :*!r. Fowler t:-ia t I had knowled ge of the above-stated JCAE involverc:ent.
Hr. Fowler declined to give me the n a e of the individual who made such charges against me and refused to provide me with the document or sections thereof to pemit r;ie to review the. purported charges.
Mr. Fowler expanded his cors~ents during the discussion on December 9, 1977, and said t ha t t he docuent was a cJ.assified transcript of a conversa tion with a person ~ho said he knew me when I *1.:as Director of the Division of ~;uclear Na terials Safeguards during the period fro~ Se?te~ber 1967 through about mid-Apri l 1970.
The unider1tified person,.. :as quoted by Hr. Fowler to have said th2.t I stated "... the JCAE had a deeper involvement than what meets the eye... ".
Hr. Fowler implied in my discussions with hi:::i th2.t there was more inforc~tion and specific references to my supposed conversations in the "classified transcript".

I advised Mr. Fowler that I was planning co follow up this charge under the Freedom of Information Act and determine who made the accusation and the detailJ associated therewith.
I hereby request that all information relating to the situation described herein be provided to me including the nane, address, and telephone number of the person who has accused me of making the state~ent concerning the alleged involve ent of the JCAE with N1~!EC.
I h~sh to have the record corrected to show that I had no knowledge of this involvement and, furthermore, I hereby request a formal apology from the "unidentified person" who accused me of having made this statement.
If there are any fees for searching for, or copying, the records I have requested, please inform me before you fill this request if the fees exceed $25.00.
As you know, the Act permits you to reduce or w2ive the fees t1hen the release of information is considered as "primarily benefiting the public".
I believe that this request fits this category and I, therefore, ask that you waive any fees.
If all or any part of this request is denied, please cite the exemptions you think justify your refusal to release this information and inform me of the appeal procedures available to me under the law.
I would appreciate your handling this request as quickly as possible, and I expect to hear from you within ten days as stipulated in the Act.
