SUMMARY
OF THE REACTOR OVERSIGHT PROCESS BIMONTHLY PUBLIC MEETING HELD ON NOVEMBER 20, 2024 On November 20, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public meeting with the Nuclear Energy Institutes (NEIs) Reactor Oversight Process (ROP) Task Force executives, senior industry executives, and external stakeholders to discuss the staffs progress on initiatives related to the ROP. The meeting notice and agenda are located at ML24323A180.
ADVANCE Act Discussion The NRC staff is considering strategies to improve program efficiency by using risk-informed, performance-based procedures, incorporating advanced technologies, enhancing staff training, and considering stakeholder input. The approach focuses on improving oversight and inspections by leveraging technology, enhancing planning, and using risk-informed assessments. Key strategies include eliminating redundant activities, increasing the use of templates for documenting inspection results, and better allocating resources based on licensee performance. This effort will also consider incorporating new technologies into the ROP and streamlining reviews of licensee innovations.

NEI 99-02 Revision 8 Update NEI 99-02, Regulatory Assessment Performance Indicator Guideline, Revision 8 is now publicly available in ADAMS at ML24331A114 and will be in effect for data collection beginning January 1, 2025. This revision included multiple updates incorporating guidance from approved FAQs since 2013. The ROP public website will be updated to reflect Revision 8 replacing Revision 7 on or about January 1, 2025.
NUREG-1022, Revision 3, Supplement 2 NEI presented a concern with the updated wording used in NUREG-1022, Revision 3, Supplement 2 (ML24191A376) involving primary safety barriers that may be severely degraded.
The update removed a reference to ASME Section XI, IWB-3600, Analytical Evaluation of Flaws. The concern involved an interpretation that an NRC report may be required even when an analytical evaluation determines that conditions are acceptable for continued operation before a repair is necessary. The NRC staff confirmed that a change in reporting was not intended and agreed that licensees may still evaluate these conditions utilizing ASME Section XI, IWB-3600 to determine if acceptance criteria can be met. The NRC staff also noted that the new definition for time of discovery supports licensees taking time to complete an evaluation of the condition, commensurate with significance.
NRC Review of FAQ 24-01 The FAQ involved whether a March 2024 scram at Waterford Steam Electric Station should be counted as an unplanned scram with complications. The staff discussed its review of performance indicator FAQ 24-01 and proposed a response (ML24323A077). Industry expressed appreciation for the staffs review and did not have further questions or comments.
The response was finalized and is available in ADAMS as ML24331A121.
Inspection Findings Search Dashboard The NRC staff demonstrated the Inspection Findings Search Dashboard (Inspection Findings Search Dashboard l NRC.gov) recently added to the ROP public website. The tool allows stakeholders to search for inspection findings for a given time period, and enables them to filter results by region, power plant, safety significance, cross-cutting aspect, and cornerstone. There are links to the inspection reports in which the findings were documented if stakeholders want more detail regarding inspection findings resulting from their search.
The Next ROP Meeting The next ROP bimonthly public meeting is tentatively scheduled for January 29, 2025.
Communicating with the NRC Staff At the start of all ROP public meetings, the project manager provides contact information for the public to use to provide their name and affiliation as a participant in the meeting. This contact information is also provided for submitting questions and comments to the NRC staff. Please note that any questions and/or comments pertaining to the ROP can be sent to Mr. Brian Benney at Brian.Benney@nrc.gov. Conclusion The industry representatives expressed appreciation for the open dialogue and willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety when considering changes to the ROP.
