Constellation Energy Generation, LLC FACILITIES: Three Mile Island Nuclear Station, Unit 1
SUBJECT:
SUMMARY
OF OCTOBER 25, 2024, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC REGARDING REGULATORY PATH FOR REQUESTING REAUTHORIZATION OF POWER OPERATIONS AT THREE MILE ISLAND NUCLEAR STATION, UNIT 1 On October 25, 2024, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (the licensee, or Constellation) at 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss the licensees regulatory path to request reauthorization of power operations at Three Mile Island Nuclear Station, Unit 1 (TMI-1), and rename the plant the Crane Clean Energy Center. The meeting notice and agenda, dated October 15, 2024, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24298A038. Regarding the renaming of the plant, the licensee stated that an amendment would be submitted in February 2025 to change the name of the site to the Crane Clean Energy Center.
The licensee asked that this review be independent of the licensing actions being submitted as part of reauthorizing power operations at the site.
Regarding reauthorization of power operations, the licensee began the presentation with some background information, such as a brief timeline on recent plant milestones and moved on to describing the current status of the plant. The licensee stated that all fuel has been moved out of the spent fuel pool and into independent spent fuel storage installations. The licensee also stated that most major plant systems have been drained and deenergized and no major components have been removed. When asked by the NRC staff, the licensee clarified that the plant was put in its current condition some time ago as part of their decommissioning plan and was not done recently as part of potentially restarting the plant. The licensee provided a status on the steam generators. The licensee highlighted that in spring 2024, 100 percent eddy current inspections of all in service tubes was conducted with no abnormal conditions identified and the results would be submitted to the NRC in December 2024. The licensee then stated their plans for restoring the plant to an operational state. They highlighted their corporate resources, as well as other large projects Constellation has managed. The licensee described some of the attributes their return to service plans would cover. When asked by the NRC staff, the licensee clarified that the corrective action program would be one source of information that would feed into the return to service plans and that records have been retained. Following the discussion on return to service plans, the licensee described its staffing, training and its restoration quality assurance programs/plans. During the meeting, Constellation stated that the restoration quality assurance plan would be submitted in November 2024, but in further conversations with the licensee, the NRC staff understands that the date is now December 2024. The licensee then started discussing the expected licensing submittals. Constellation stated that that they were following the model set by the Palisades Nuclear Plant potential reauthorization of power operations project by submitting an exemption from Title 10 of the Code of Federal Regulations, Section 50.82(a)(2), with a series of license amendment request in order to restore the licensing basis to that which existed just prior to shutting down, with some exceptions. During the meeting, the licensee stated that the exemption request would be submitted in November 2024, and on November 19, 2024 (ML24324A048), the exemption was submitted. Constellation is planning to submit the amendments starting in July 2025, out to November 2025. The licensee stated that in support of these license amendments, an environmental report would be submitted in July 2025. The NRC staff stated that early engagement on the environmental report is highly encouraged to ensure the staff has the level of information needed to perform its review. Constellation said they understood. The licensee finished its presentation by describing the coordination efforts that have occurred and will continue to occur, between TMI-1 and Three Mile Island Nuclear Station, Unit 2, which has started decommissioning activities and is owned by a separate company.
Members of the public were in attendance and some of them had comments for the NRC staff.
There were some comments in favor the licensee moving forward with the project for reasons related to providing local jobs, tax revenue, and a clean energy source. Others were against the licensee moving forward with the project for reasons as it being too risky and too old, and that the power is not needed, concerns about no regulations in place to restart a plant, water usage, storage of spent fuel on site, simulator needing replacement, overall cost, and steam generator integrity.
