MILLSTONE POWER STATION, UNIT NO. 3 - CORRECTION TO IMPLEMENTATION DATE FOR LICENSE AMENDMENT NO. 291 REGARDING FRAMATOME GAIA FUEL (EPID L-2023-LLA-0150)
Dear Eric Carr:
On November 19, 2024, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 291 to Renewed Facility Operating License No. NPF-49 for Millstone Power Station, Unit No. 3 (MPS3) (Agencywide Documents Access and Management Systems Accession No. ML24296B235). This amendment was in response to your application dated October 30, 2023, as supplemented by letter dated September 16, 2024. The amendment consists of changes to the technical specifications to support the implementation of Framatome GAIA fuel at MPS3.
After issuance of the amendment, a member of your staff informed the NRC project manager assigned to MPS3 that the implementation requirement included in the amendment does not align with what Dominion Energy Nuclear Connecticut, Inc. (DENC, the licensee) requested in the application dated October 30, 2023. Specifically, the 60 days the NRC granted for implementation of the amended change does not meet DENCs schedule to complete the next core operating limits report. In the application, the licensee requested to implement the amendment in conjunction with the MPS3 fuel cycle 24 (currently planned for the spring 2025).
The following corrected implementation requirement is included in the revised enclosure to this letter:

This license amendment is effective as of the date of issuance and shall be implemented in conjunction with MPS3 fuel cycle 24 (currently planned for the spring of 2025), no later than July 1, 2025.
The NRC staff notes that this error was inadvertently introduced during the preparation of the license amendment. This administrative error does not affect the staffs overall conclusions associated with approval of Amendment No. 291. The change is within the scope of the application as originally noticed in the Federal Register on January 2, 2024 (89 FR 108).

Accordingly, paragraph 2.C.(2) of Renewed Facility Operating License No. NPF-49 is hereby amended to read as follows:

Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 291 and the Environmental Protection Plan contained in Appendix B, both of which are attached hereto are hereby incorporated into the license. DENC shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.
