As we discussed, the meeting summary differed a bit from our understanding from the meeting.

SNC needs clarification of the following points included in the meeting summary to ensure that the points are adequately addressed in the submittal.

  • Has SNC read SECY-97-0168, Issuance for Public Comment of Proposed Rulemaking Package for Shutdown and Fuel Storage Pool Operation, dated July 30, 1997?

SNC - Yes, and it is referenced. Was there something specific that NRC is looking to have addressed?

  • Once MODE 6 is entered, then the MODE 5 actions are no longer required to be met per LCO 3.0.2 of the Vogtle 3 and 4 TS.

SNC - Is this a repeat of a portion of the previous bullet? If not what is the concern?

  • SNC clarified that they are only considering removal of the MODE 5 applicability. The licensee indicated it plans to retain other MODE 5 requirements, such as those for shutdown margin and the control room envelope.

SNC - Not sure what is intended by this concern, no changes are requested or removal of MODE 5 Applicability.

  • Has SNC considered how to address potential, future changes in the methodology to assess 10 CFR 50.65a(4) risk assessments in relation the proposed LAR justification?

SNC - We dont typically try to address future changes in a LAR submittal. Since consideration of potential, future changes in the methodology will be dependent on the change, such future changes will be considered when the future change is identified.

  • What is the linkage between the conflicts and the NUMARC guidance?

SNC - No linkage was identified between the conflicts and the NUMARC guidance. Does NRC have something specific in mind?

An email response or a phone call will be sufficient for SNC.

If a public meeting is needed, please let us schedule as soon as possible.
