Dear FOIA Officer,
Pursuant to the Freedom of Information Act, 5 U.S.C. § 552, we are requesting the release of all documents, reports, communications, and any other records pertaining to the incident involving the steam generator tube leak at the San Onofre Nuclear Generating Station in 1977.
Specifically, we are seeking the following:
- 1. Incident Reports: All incident reports, investigations, and findings related to the steam generator tube leak at San Onofre Unit 1 in 1977, including internal communications and documentation of the radiation levels detected and reported.
- 2. Health and Safety Evaluations: Any documents evaluating or discussing the potential health and safety impacts of the 1977 leak on plant workers, nearby residents, and the surrounding environment. In addition, the National Institutes of Health-National Cancer lnstitute's 1990 study examining cancer incidence in populations living near nuclear facilities. And finally, the National Academy of Sciences 2010 two-phased approach that was designed to create an up-to-date examination of cancer incidence in communities near nuclear power plants which was subsequently canceled in 2015, "after concluding the work had a low likelihood of getting usable results in a reasonable time frame."

- 3. Radiation Release Data: Detailed records of the amount and type of radioactive materials released during the incident, as well as any subsequent radiation monitoring data.
- 4. Correspondence: All correspondence between the Nuclear Regulatory Commission (NRC), Southern California Edison (the plant operator}, and any other governmental or non-governmental entities concerning the 1977 leak, including discussions of public communication strategies.
- 5. Follow-Up Actions: Documentation of any actions taken by the NRC or the plant operator in response to the incident, including any corrective actions, fines, or changes to operational procedures.
- 6. Public Statements: Copies of any public statements, press releases, or official announcements made regarding the 1977 incident.
We are requesting these records in their entirety, including any portions that may be partially redacted under the FOIA exemptions. However, we request that you identify the specific exemptions under which any information is withheld.
We are willing to pay reasonable fees for the search and duplication of these records. However, if the cost exceeds $100, please contact us with an estimate before processing this request. If possible, we would prefer to receive the records in electronic format.
This request is being made in connection with ongoing research into the potential long-term health impacts of the 1977 incident on nearby residents and plant workers. As such, we believe this information is of significant public interest.
