GUIDANCEFORTHE DECEMBER 4,2024, MONITORING ONSITE OBSERVATION VISIT TO THE SAVANNAH RIVER SITE TANKFARMS
The U.S. Nuclear Regulatory Commission (NRC) staff is planning an Onsite Observation Visit (OOV) on December 4,2024, to the U.S. Department of Energy (DOE), Savannah River Site (SRS) Tank Farms (TFs) to monitor the DOE activities related to the disposal of Waste Incidental to Reprocessing (WIR), per the NRCresponsibilities under the Ronald W. Reagan National Defense Authorization ActforFiscal Year 2005 (NDAA). ThisOOVis designated as TFS-CY24-01.The guidance below describes the activitiesforthisOOV. Both anOOV agendaand a summary of the OOV will be included in the OOV Report that will be issued after the OOV.
The NRC plans to conduct the following activities during this OOVand next to each activity are the associated monitoring factor(s)from either the current NRC NDAA-WIR TFs Monitoring Plan (ML15238A761) or the NRC Letter (ML18033A071) that supplemented the NRC NDAA WIR TFs Monitoring Plan:
Technical discussion of recent operations, including update of TFs activities (all monitoring factors (MFs))
Technical discussion of the DOE update of the TFs Performance Assessment Maintenance Plan (MF 6.2 and MF 6.3)
Technical discussion of the DOE update of the H-Tank Farm Performance Assessment Activities/Technical Reports (MF 6.2 and MF 6.3)
Technical discussion of the NRC review of preliminary H-Tank Farm Performance Assessment Documents in NRC document (ML23361A032) (MF 3.4, MF 6.2, and MF 6.3)
Forthe TFs, the history of both the DOE NDAA-WIR Consultation with the NRC under NDAA Section 3116(a) and the NRC NDAA-WIR Monitoring, in coordination with the State of South Carolina under NDAA Section 3116(b), was in a previousOOVGuidance Memo(ML15162B071). On July 1,2024, the state of South Carolina implemented a regulatory reorganization and the South Carolina Department of Environmental Services took over the South Carolina NDAA-WIR activities from the South Carolina Department of Environmental Control, which ceased to exist.
