Enclosure 2 SAFETY EVALUATION REPORT Docket No. 71-9390 Model No. OPTIMUS - L Package Certificate of Compliance No. 9390 Revision No. 4
SUMMARY
By letter dated September 10, 2024 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML24255A812), as supplemented on November 21, 2024 (ML24326A303), NAC International (NAC or the applicant) submitted Revision 2 of the NAC OPTIMUS-L Safety Analysis Report (SAR) for Certificate of Compliance (CoC) No. 9390.
This SAR Revision 2 incorporates changes approved via CoC No. 9390 Revision No. 3 (ML24032A319). Specifically, SAR Revision 2 includes the changes to the SAR since SAR Revision 1 was submitted on November 15, 2023 (ML23320A201) and the SAR Revision 1 replacement pages were submitted on December 11, 2023 (ML23345A211): the December 18, 2023, submittal request for CoC No. 9390 Revision No. 3 that included Revision 23D of the SAR (ML23352A345).
As a consolidated SAR, all pages of SAR Revision 2 are identified as Revision 2 with revision bars identifying the changes from Revision 1.
There are no changes to the contents of the package, the drawings, design features, or operating and maintenance procedures of the OPTIMUS-L package.
Based on the statements and representations in the application, and the conditions listed in the CoC, the U.S. Nuclear Regulatory Commission (NRC) staff (the staff) concludes that the OPTIMUS-L package meets the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71.
EVALUATION The purpose of this evaluation is to verify that the SAR Revision 2 includes the SAR changes since SAR Revision 1 that were approved in CoC No. 9390 Revision No. 3. The staff reviewed SAR Revision 2 and identified the following editorial discrepancies:
Page 1.3-1, Reference 1.3 is changed from Regulatory Guide 7.6 (Design Criteria for the Structural Analysis of Shipping Cask Containment Vessels) Revision 1 to Revision 2.
Page 2.12-1, Reference 2.5 is changed from Regulatory Guide 7.8 (Load Combinations for the Structural Analysis of Shipping Casks for Radioactive Material) Revision 1 to Revision 2.
2 Page 2.12-2, Reference 2.13 is changed from Regulatory Guide 7.6 Revision 1 to Revision 2.
Page 2.12-3, Reference 2.30 is changed from Regulatory Guide 1.61 (Damping Values for Seismic Design of Nuclear Power Plants) Revision 1 to Revision 2.
Page 6.3-11, the reference to keff1 in the middle of page, is changed to kef1.
On November 21, 2024, the applicant noted (ML24326A303) that it will correct the above editorial discrepancies before the issuance of CoC No. 9390 Revision No. 5 (application at ML24191A044). The NRC staff will verify the editorial discrepancies are corrected in the SAR changes supporting the request for CoC No. 9390 Revision No. 5. Therefore, the staff concludes that SAR Revision 2 may be referenced in CoC No. 9390. Because there are no changes to the contents of the package, the drawings, design features, or operating and maintenance procedures of the OPTIMUS-L package, the staff concludes that the package continues to be compliance with 10 CFR Part 71.
CONDITIONS The following changes were made to the certificate:
Item No. 3b, Title and Identification of Report or Application references the OPTIMUS-L OPTImal Modular Universal Shipping Cask Safety Analysis Report - Revision 2, dated September 10, 2024.
Condition No. 14 allows the use of the previous certificate for approximately 1 year.
The previous Condition No. 14 was renumbered to Condition No. 15. The expiration date of the certificate was not changed.
CONCLUSION Based on the statements and representations in the application, the staff finds that these changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
