OF NOVEMBER 13, 2024, MEETING WITH GLOBAL NUCLEAR FUEL - AMERICAS, LLC
Background
On November 13, 2024, an Observation Public Meeting was held by teleconference between the U.S. Nuclear Regulatory Commission staff and representatives from Global Nuclear Fuel -
Americas, LLC (GNF-A) to discuss the need for a Letter Authorization for shipment of a new fuel design as lead use assemblies (LUAs) in the Model No. RAJ-II package.
This Observation Public Meeting was noticed on October 8, 2024 (Agencywide Documents Access and Management System Accession No. ML24282A739). The attendance list and the publicly available presentation slides are provided as Enclosure Nos. 1 and 2, respectively.
Discussion GNF-A requested this meeting to discuss planned shipments of LUAs in the Model No. RAJ-II package (Docket No. 71-9309). An LUA is a pre-production prototype of a new fuel design, which contains new design features that are distinctly different from previous fuel designs that were authorized for shipment in this package. The purpose of having LUAs is to confirm the expected behavior of a new fuel design before it is fully authorized and operational.
The new fuel design for this LUA, subject of the pending letter authorization, will be an 11x11 fuel matrix.

The Model No. RAJ-II is currently approved for up to 8 weight percent 235U enrichment, and the inner container contains cavities to hold up to two fuel assemblies, or loose rods.
GNF-A presented the key features of this new 11x11 fuel design along with a comparison table between the GNF-A 11x11 LUA and the classic GNF-A 10x10 fuel to address the impacts of transporting LUAs on the current Certificate of Compliance (CoC) parameters and conditions.
The Letter Authorization request will analyze the 11x11 fuel design and GNF-A will provide analyses to compare its performance against the established packaging performance. GNF-A mentioned a few likely new conditions in the CoC resulting from the approval of the 11x11 fuel design.
The current schedule allows for a second pre-application meeting in the second quarter of 2025 to present the structural, thermal and criticality analyses in more detail, followed by a planned submittal in the third quarter of 2025. GNF-A will request approval of the letter authorization by March 2026 to allow for shipments of the LUAs during the remainder of 2026.
No regulatory commitments were made during this meeting.
