Byron/Braidwood Reschedule and Revised Resource Estimate for L-2023-LLA-0136 - Spent Fuel Pool Criticality Amendment By letter dated May 28, 2024 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML24149A125), Constellation Energy Generation, LLC (Constellation) submitted a request for amendment for Byron and Braidwood Stations. Specifically, Constellation requested to revise the Technical Specifications (TS) to allow the use of Framatome GAIA fuel. By letter dated October 23, 2024 (ML24297A657), Constellation provided a supplement to this submittal. The supplement reduced the proposed fuel enrichment to 5%. On June 18, 2024 (ML24170A391)the NRC staff notified you that your request would take 950 hours0.011 days <br />0.264 hours <br />0.00157 weeks <br />3.61475e-4 months <br /> for review, and did not change the estimated completion date of the review (September 30, 2024). During routine interactions on October 2, 2024, the assigned project manager informed you of a potential delay in the schedule to complete the review.

The purpose of this email is to officially inform you that the NRC will not complete its review by September 30, 2024, and within the 950 hours0.011 days <br />0.264 hours <br />0.00157 weeks <br />3.61475e-4 months <br /> estimated due to unanticipated complexity of the submittal and review of the submittals use of a topical report beyond its limitations and conditions. In its October 23, 2024, supplement, Constellation revised the submittal to limit fuel enrichment to 5%

which brings the submittal within the topical reports limitations and conditions.

The NRC staff now estimates that this licensing request will take a total of approximately 1250 hours0.0145 days <br />0.347 hours <br />0.00207 weeks <br />4.75625e-4 months <br /> to complete. And the NRC staff now expects to complete its review by February 28, 2025.

These estimates could change due to several factors such as requests for additional information and an unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager. The change in the estimated completion date milestone schedule and resources was discussed with and approved by the Director for the Division of Operating Reactor Licensing.
