SUMMARY
OF NOVEMBER 12, 2024, PRE-SUBMITTAL MEETING WITH FRAMATOME INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION FOR TOPICAL REPORT, ANP-10323PA, REVISION 1, SUPPLEMENT 1, GALILEO FUEL ROD THERMAL-MECHANICAL METHODOLOGY FOR PRESSURIZED WATER REACTOR (EPID L-2024-LRM-0109)
On November 12, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed meeting via Microsoft Teams with representatives from Framatome Inc. (Framatome).
The purpose of this meeting was for the NRC staff to hold pre-submittal discussions for Framatome ANP-10232PA, Revision 1, Supplement 1, GALILEO Fuel Rod Thermal-Mechanical Methodology for Pressurized Water Reactor [PWR], topical report (TR). The meeting notice dated October 16, 2024, and all associated information are available in the Agencywide Documents Access and Management System (ADAMS) at Package Accession No. ML24312A023.
During the open session, the Framatome representatives provided background information for the development of Supplement 1 to TR ANP-10232P, Revision 1, which was reviewed and approved by the NRC staff in November 2020 (ADAMS Package Accession No. ML20304A661). More specific, the Framatome representative explained that 1) an alternate application methodology for the GALILEO advanced fuel performance models was created in the development of Supplement 1, and that 2) Supplement 1 would replace legacy fuel performance models that can be incorporated into utility-specific reload design process. There were no members of the public at the meeting.

During the closed session, details on the scope of the TR, methodologies, test cases, and results were provided. Regarding the scope of the planned submittal, the Framatome representative explained that new methods were developed for rod internal pressure (RIP), clad oxide thickness, fuel centerline melt (FCM), and transient cladding strain (TCS) design criteria.
Also, in Supplement 1, Framatome representative emphasized that there would not be any change in the thermal and mechanical models established in GALILEO, creep collapse, clad fatigue, clad stress, and ARCADIA rod ejection accident inputs. In summary, Framatome representatives stated in part that, they are 1) determined to drive the shift from legacy codes and methods to advanced solutions to meet customers needs; 2) Supplement 1 applies approved fuel performance methods for a simpler application of the GALILEO code for RIP, clad oxide thickness, FCM, and TCS; and 3) test cases show results are within expected ranges.
Several NRC staff questions were addressed during the discussions. In closing, there were discussions on the next steps and planned submittal schedule.
