SUMMARY
OF THE OCTOBER 16, 2024, COMMENT-GATHERING PUBLIC MEETING ON THE NRCS IMPLEMENTATION OF THE ADVANCE ACT OF 2024 The U.S. Nuclear Regulatory Commission (NRC) staff from the Office of the Executive Director for Operations held a public meeting on October 16, 2024, to inform external stakeholders about the agencys approach for implementing the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act), and to receive feedback.
The meeting notice and agenda are located at Agencywide Documents Access and Management System (ADAMS) Accession No. ML24269A182. The slides for the staff presentation are available at ML24285A217. In response to the meeting notice, two external stakeholders requested time to deliver prepared remarks. One of these stakeholders used slides, which are available at ML24285A219. A list of meeting attendees is provided in the enclosure.
The NRC staff provided an overview of the ongoing efforts for agencywide implementation of the ADVANCE Acts requirements, and it highlighted the designation of a Special Assistant to lead the efforts and a Core Team of senior managers to guide the agencywide actions. The NRC staff discussed how the staff has issued specific taskings to track actions that the staff is taking to implement requirements in the ADVANCE Act. Slides providing a timeline for different taskings were also shared during the meeting. The slides also provided contact information for the Core Team and staff leading individual projects. The NRC staff also shared key features of its ADVANCE Act public website1, including a repository of past and upcoming public meetings related to the Act and the availability of a feedback form to provide comments and questions to the NRC.

M. King Following the NRC staff presentation, the meeting was opened to public discussion. Members of the public, including industry representatives, provided feedback on various topics, including efficient licensing frameworks, reduced hourly rates for advanced reactor pre-application activities, environmental reviews, timeframes for providing feedback to project teams, and more focused development of performance-based approaches. The NRC staff will consider the information provided by the presenters and that provided by meeting attendees as part of its implementation of the ADVANCE Act.
