THE UNITED STATES NUCLEAR REGULATORY COMMISSION PLANNED MONITORING ACTIVITIES FOR THE SALTSTONE DISPOSAL FACILITY AT THE SAVANNAH RIVER SITE - REVISION 2
Dear Aaron White:
The U.S. Nuclear Regulatory Commission (NRC) is hereby providing the U.S. Department of Energy (DOE) with the enclosed U.S. Nuclear Regulatory Commission Plan for Monitoring Disposal Actions Taken by the U.S. Department of Energy at the Savannah River Site Saltstone Disposal Facility in Accordance With the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005, Revision 2.
The enclosed monitoring plan describes the NRC staffs planned activities in carrying out its responsibilities for monitoring the DOE disposal actions at the Saltstone Disposal Facility (SDF) at the Savannah River Site in accordance with the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA). NDAA Section 3116(b) requires the NRC to monitor the DOE disposal actions, in coordination with the NDAA-Covered State of South Carolina for the Savannah River Site (SRS), to assess compliance with the Performance Objectives established in the NRC licensing requirements for land disposal of radioactive waste (Title 10 of the Code of Federal Regulations (CFR) Part 61, Subpart C). Those Performance Objectives include provisions for the Protection of the General Population from Releases of Radioactivity, the Protection of Individuals from Inadvertent Intrusion, the Protection of Individuals during Operations, and the Stability of the Disposal Site after Closure.
As you know, the NRC reviewed the 2020 DOE SDF Performance Assessment (ML20190A056) and issued the May 2023 Technical Evaluation Report (TER) for the SDF (ML23024A099). In that 2023 TER for the DOE SRS SDF, the NRC concluded that if the DOE closure cap design and implementation achieve the DOE expected performance, as described in the 2020 DOE SDF Performance Assessment, then the NRC concluded that it had reasonable assurance that the DOE disposal actions at the SDF met or would meet all the 10 CFR Part 61, Subpart C Performance Objectives, including the §61.40 Performance Objective.

A. White In the enclosed monitoring plan, the NRC staff identifies specific areas that it intends to monitor in continuing to assess the DOE compliance with the 10 CFR Part 61, Subpart C Performance Objectives. The monitoring plan describes what the NRC staff intends to do in each of those specific areas. The enclosed monitoring plan addresses the input and comments that the NRC received from the NDAA-Covered State of South Carolina.
