SUMMARY

OF OCTOBER 1, 2024, PUBLIC MEETING BETWEEN THE BOILING WATER REACTOR OWNERS GROUP EXECUTIVE OVERSIGHT COMMITTEE AND THE NUCLEAR REGULATORY COMMISSION On October 1, 2024, the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Reactor Regulation (NRR), management met with representatives of the Boiling Water Reactor (BWR)

Owners Group (BWROG) Executive Oversight Committee (EOC) in a virtual public meeting.

The purpose of the meeting was for the NRC and BWROG managers to discuss current BWR items of interest. At the meeting, both the NRC staff and the BWROG representatives made presentations. The meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24275A016, and presentation slides are available at ADAMS Package Accession No. ML24268A331. A list of attendees is enclosed.

The BWROG representatives presented the following topics:

Regulatory Guide (RG) 1.183 Implementation Baris Sarikaya, Constellation, RACMC Vice-Chairman Licensing Update Shane Jurek, Public Service Electric and Gas (PSEG), Licensing Chairman BWROG Strategic Plan Mitch Dior, PSEG, BWROG Chairman BWROG Introduction The BWROG representative provided an overview of the BWROG, including its mission, organizational structure, leadership, and priorities. The BWROG is a utility lead organization designed to benefit the utility members. The member utilities decide what activities get worked and the timeline for those activities.

Japan Risk Workshop Update For the Japan Risk Workshop Update, the BWROG representative discussed that the BWROG IRIR is participating in a joint workshop in Japan that involves the American and Japanese nuclear regulators, Japanese utility members, Electric Power Research Institutes, the BWROG, and the Pressurized Water Reactor (PWR) Owners Group (PWROG).

The BWROG representative provided an update on the objectives of the workshop. The objectives are to assist the Japanese membership with creating an actionable plan for the use of Risk Informed Decision-Making, explain how the U.S. Risk-Informed applications were developed in partnership between NRC and U.S. utilities, and provide examples of technical adequacy requirements that will allow for the use of safety enhancing risk informed decision making.

Regulatory Guide 1.183 Implementation For RG 1.183, the BWROG representative discussed RG 1.183 and the approaches to implementing the Alternative Source Term for determination of radiological consequences from design basis accidents.

The impact of Revision 1 of RG 1.183 was discussed; the industry concerns involved the release fractions and Equipment Qualificator impact. The BWROG discussed the anticipated operational impacts of the revision including the increase to worker dose and outage risk.

Revision 2 priorities were discussed, the BWROG proposal include suppression pool scrubbing and condenser credit. Revision 2 priorities also involved incorporation of risk-informed approaches discussed in NRC staff requirements on use of increased enrichment (SECY-21-0109).

Licensing Committee Updates The BWROG representative discussed various Technical Specification Task Force (TSTF)

Travelers submitted to the NRC. The BWROG is currently working with the PWROG to deliver licensing solutions that will be applicable for both PWRs and BWRs. The BWROG discussed the developments of the top three travelers - TSTF-576, TFTS-585, and TSTF-603.

The BWROG submitted TSTF-576, Revise Safety/Relief Valve Requirements, in December 2019. The NRC staff approved traveler TSTF-576, Revision 3, on September 11, 2024.

Traveler TSTF-585, Provide an Alternative to the LCO 3.0.3 One-Hour Preparation Time, was jointly being worked with the PWROG to add a 24-hour delay, if the risk is being managed by the licensee. The traveler was revised substantially based on NRC feedback and a draft was submitted on December 12, 2023. There is a second workshop planned in November to discuss the traveler.

The BWROG discussed TSTF-603, Revise the Risk Informed Completion Time Backstop, the proposed change revises the Risk Informed Completion Time (RICT). The TSTF is being worked jointly with the PWROG to change the administrative limit on the duration of a RICT from 30 to 90 days. The TSTF plans to submit the traveler for review in 2024.

BWROG Strategic Plan The chairman of the BWROG closed the industry portion of the meeting by discussing the growth of the owners group over the last year and discussed the plans for 2025. The groups objectives for 2025 are to maximize the members values, improve reactors reliability through innovations, and eliminate repeat industrial issues through strengthening industry collaboration.

In 2025, the BWROG will look for opportunities to assist industry members with various activities, such as Power Uprate applications. The owners group will look for opportunities to learn from the NRC and assist with various tasks such as the implementation of the ADVANCE Act (Act).

The NRC staff presented the following topics:

NRC introduction, opening, and closing remarks Andrea Kock, Deputy Office Director for Engineering, NRC BWTX-300 Michelle Hayes, Division of New and Renewed Licenses (DNRL), NRR Power Uprates Michael Mahoney, Plant Licensing Branch 4, NRR Change Management associated with ADVANCE Act Theresa Clark, Director of Division of Safety Systems, NRR NRC Introduction Andrea Kock, Deputy Office Director for Engineering, NRC, provided opening remarks, and thanked the BWROG EOC for the opportunity to discuss topics of mutual interest as they pertain to the BWR fleet, including licensing, risk related topics, power uprates, and small modular reactors.WRX-300 For the small modular reactor (SMR) presentation, the NRC staff provided an update on NRCs cooperation with the Canadian Nuclear Safety Commission (CNSC). Collaborations under the 2019 memorandum of cooperation (MOC) on advanced reactor and SMR technologies was

discussed. The 2022 Charter established a collaborative information sharing effort on GE Hitachis BWRX-300 small SMR design.

The charters objectives and membership coordination were presented. The partys objectives are to share expertise and experience, reduce the of duplication of efforts and the joint utilization of third-party verification. The five parties, consisting of NRC, USA, General Electric Hitachi, Ontario Power Generations, and Tennessee Valley Authority are considering lessons learned on the completed activities and exploring the next topics for collaboration.

The upcoming challenges are dealing with variation in laws and regulations between countries and assessing the level of a countries experience. The 2019 MOC has allowed the NRC and CNSC to perform joint reviews of vendor White Papers.

Power Uprates On August 16, 2022, Congress passed the Inflation Reduction Act (IRA). After the IRA was passed, over 50 percent of nuclear plants licensees surveyed expressed interest in pursuing some kind of power uprate (PUR).

The Division of Operating Reactors Listening (DORL) created a PUR Project Team, consisting of DORL leadership and project managers, to identify possible improvements in the quality of PUR applications and efficiencies in the review process. The NRC displayed a diagram of the Dedicated Power Uprate Team and discussed the role of each of the members.

Over the last 20 years, the NRC has approved PURs that has given the nation an additional 6 gigawatts electrical (GWe) energy for public consumption. The NRC forecasts an increase of PUR applications from the aging U.S. fleet of licensed nuclear reactors in the next decade.

Given the forecast of multiple PUR applications, the NRC is in the process of identifying opportunities to improve and optimize the review of applications.

Safely Powering the Future: Reactor Program Change Management The NRC discussed how the agency is responding to the ADCANCE Act (Act). The Act requires the NRC to take several actions, particularly in licensing new reactors and fuels, while maintaining the NRCs core mission to protect public health and safety.

While portions of the Act are focused on new and advanced reactors, several requirements are particularly relevant to operating reactors. The requirement for timely license application reviews and new requirements for nuclear fuel are relevant to the existing fleet. The Act makes it clear that the NRC must further innovate and demonstrate timelier, risk informed decisions.

The agency provided, publicly available, QR codes that enabled the public to get involved. Two additional QR codes were given to get more information about the Act, and to contact the NRC with questions about the Act.
