REQUEST FOR REVALIDATION OF FRENCH CERTIFICATE OF APPROVAL F/410/B(U)-96 FOR THE MODEL NO. MANON PACKAGE, DOCKET NO. 71-3094
Dear Richard Boyle:
By letter dated April 6, 2023 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML23251A205) as supplemented on April 24, 2024 (ML24312A201),
the U.S. Department of Transportation requested that the U.S. Nuclear Regulatory Commission (NRC) staff perform a review of the Certificate of Competent Authority No. F/410/B(U)-96 Revision Bi, Model No. MANON. In your application you requested that the NRC provide a recommendation to revalidate the Model No. MANON package for import and export use.
Based upon our review, the statements and representations contained in the application, and for the reasons stated in the enclosed safety evaluation report, we recommend revalidation of the French Certificate of Approval F/410/B(U)-96, for the Model No. MANON transport package.
The staff notes, however, that the application only provides calculations using acceleration factors in the SSG-26, Table IV.1, for international transport, but does not provide calculations to demonstrate that the package meets the tie down system design requirements for U.S.
transport in Table IV.2. Table IV.2 requires the use of higher recommended acceleration factors for U.S. transportation, which is consistent with the U.S. regulatory requirement Title 10 of the Code of Federal Regulations (10 CFR) Section 71.45(b)(1).
