Dear Mr. Warden:

Enclosed is application, PXB11c.02, received by the US. Nuclear Regulatory Commission on May 22, 2024, from QSA Global, Inc., for the export of Category 2 quantities of Americium-241, Americium 241/Be, Cesium-137, Cobalt-60, Iridium-192 and Selenium-75. The radionuclides will be used for industrial radiography, oil well logging, gauging brachytherapy and calibration.

The country destinations are listed in three Tiers. Per 10 CFR 110.29, Angola is considered a restricted destination. Cameroon, Congo (Brazzaville) Congo (Kinsasha) and Egypt are Tier 3 countries, and the Central African Republic is a Tier 4 country and requires Executive Branch review.

On September 15, 2022, the Executive Branch provided a position for export license PXB11c.01 that extended the amendment for one year. However, this position was erroneously applied by the NRC, and the license was given and still proposes an expiration date of September 30, 2025, instead of a September 15, 2023, date which would have been one year from the Executive Branch view.

Before acting on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch concerning the Tier 3, Tier 4 and restrictive countries listed on this amendment and an appropriate license duration given the error on export license PXB11c.01.
