REVIEW OF THE DRAFT WYOMING AGREEMENT PACKAGE On October 2, 2024, the Division of Material Safety, Security, State, and Tribal Programs (MSST) received a letter (ML24284A241) from the State of Wyoming indicating that soon after January 2, 2025, the State will submit a draft application to amend their agreement with the U.S. Nuclear Regulatory Commission to include source material recovered from any mineral resources processed primarily for purposes other than obtaining the source material content.
In addition to staff in MSST, the review team for the Wyoming Agreement application will include staff from the Office of the General Counsel (OGC), the Division of Decommissioning, Uranium Recovery and Waste Program (DUWP), and Region IV. To support this review, MSST would appreciate the following: (1) an OGC representative knowledgeable with Agreement State regulations and legislation; (2) an NMSS/DUWP representative knowledgeable with rare earth processing and uranium recovery; and (3) Regional representatives knowledgeable with licensing, inspection, training, incident response and allegations requirements used in the source materials programs.
