OF AUGUST 28, 2024, MEETING WITH HOLTEC INTERNATIONAL.

Background

On August 28, 2024, an Observation Public Meeting was held by teleconference between the U.S. Nuclear Regulatory Commission staff and representatives from Holtec International (Holtec, or the applicant) to discuss a potential common approach for thermal and shielding methodologies for the future HI-STAR 190 and HI-STAR 100MB amendment requests This Observation Public Meeting was noticed on August 8, 2024 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML24220A081). The attendance list is provided as an Enclosure.

Discussion Holtec requested this meeting to present a potential common approach for thermal and shielding methodologies to be applicable for the pending HI-STAR 190 and HI-STAR 100MB amendment requests: the HI-STAR 100MB with a planned submittal at the end of 2024 and the HI-STAR 190 with a planned submittal in early 2025.

Both packages have some design changes and content changes and Holtec is considering to include some flexibility to align such changes with the improvements made in storage licenses of the HI-STORM 100 (applicable to the HI-STAR 100 MB) and the storage license of HI-STORM FW applicable to the HI-STAR 190.

Holtec believes that the use of topical reports (TR), which clearly define the methodologies to qualify thermal and shielding loading patterns separately from pattern specifications in the Certificate of Compliance (CoC), will reduce the need for future storage license amendments.

Holtec said that since storage systems have some loading flexibility, the corresponding transportation packages could use that flexibility so that the multipurpose canisters which have been loaded using those methodologies can eventually be transported.

The shielding TR has been approved by the staff and it allows (i) to use dose rate limits in the CoC, instead of burnup, enrichment and cooling time limits, and then (ii) to qualify the cask based on the fuel to be loaded. The CoC then could list the approved TR (methodology) as an acceptable way to qualify the package contents. Holtec is exploring now if a similar approach could be used in transport, without a topical report, but just defining parameter ranges for its applicability to avoid complicated and restrictive tables even for a simple 3-region loading pattern.

Staff said that the HI-STORM FW amendment 10 has not been approved using the TR, so that its potential applicability is a non-starter for the HI-STAR 190 pending amendment request.

Staff noted that in fact Holtec is not implementing a TR but appears to be trying to create some of the concepts of a TR without using the thermal TR. So, staff remains confused by the proposed thermal approach. Also, staff said that it was not clear from the presentation and following discussions that there is an allowance for the applicant to verify the acceptance criteria are met if there is no change to the methodology in the safety analysis report, or the thermal model.

No regulatory commitments were made during this meeting.
