Enclosed is export license application, XSNM3846, from TN Americas LLC (TN Americas),
which was accepted by the Nuclear Regulatory Commission for review on September 23, 2024.
In this application, TN Americas requests the export of low-enriched uranium, specifically 148 kilograms (kg) uranium metal fragments, enriched up to 19.95%, containing up to 29.526 kg U-235. The exported material will be sent to Framatome in France to manufacture fuel elements and then to the Institut Laue Langevin in the form of fabricated fuel for use in the High Reflux Reactor in Grenoble, France.
Before taking action on this request, the NRC would appreciate your assistance in obtaining assurances from EURATOM, per Part 110.42(a) to ensure that the material will be subject to all of the terms and conditions of the agreement for cooperation.
