ACCEPTANCE FOR REVIEW OF WESTINGHOUSE ELECTRIC COMPANY TOPICAL REPORT WCAP-16747-P/NP, REVISION 2, POLCA-T: SYSTEM ANALYSIS CODE WITH THREE-DIMENSIONAL CORE MODEL, APPENDICES C AND D (EPID L-2024-TOP-0025)

Westinghouse Electric Company (Westinghouse) submitted Topical Report (TR)
WCAP-16747-P/NP, Revision 2, POLCA-T: System Analysis Code with Three-Dimensional Core Model, Appendices C and D, for U. S. Nuclear Regulatory Commission (NRC) staff review and approval. By letter dated September 23, 2024 (Agencywide Documents Access and Management System Accession No. ML24267A195), Westinghouse submitted a package (ADAMS Accession No. ML24267A194) that supersedes, in its entirety, the previous submittal to revise incorrect proprietary markings on non-proprietary, publicly available information (identified by the NRC staff during the acceptance and proprietary withholding review). The NRC staff has performed the acceptance review of TR WCAP-16747-P/NP, Revision 2, and found that the material presented is sufficient to begin comprehensive standard review per NRC LIC-500, Revision 9, Topical Report Process.
The NRC staff expects to issue requests for additional information by March 7, 2025, and issue the draft safety evaluation by March 5, 2026. This schedule information takes in consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide updates to this information.
The estimates for the review will require approximately 950 staff hours including project management time in the Office of Nuclear Reactor Regulation (NRR). The review schedule milestones and estimated review costs were discussed and agreed upon between Nathaniel Mackereth, Licensing Engineer, Westinghouse and the NRR staff on September 24, 2024.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, the NRC staff hours will be billed accordingly.
