OVERSIGHT EFFECTIVENESS ASSESSMENT OF THE NUCLEAR MATERIAL SAFETY AND SAFEGUARDS INSPECTION PROGRAMS This memorandum documents the results of the Nuclear Material Safety and Safeguards (NMSS) oversight effectiveness assessment. The team leading the assessment evaluated the materials inspection programs led by NMSS (Decommissioning and Low-Level Waste, Fuel Facilities, Nuclear Materials Users, and Spent Fuel Storage and Transportation), and concluded that existing guidance continues to ensure effective implementation of these inspection programs.

This team began its assessment prior to the enactment of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act) on July 9, 2024.

2 identify specific improvements to the nuclear reactor and materials oversight and inspection programs to maximize the efficiency of such programs through, where appropriate, the use of risk-informed, performance-based procedures, expanded incorporation of information technologies, and staff training. The enclosure to this memo identifies actions related to effectiveness and consistent implementation of NMSS oversight programs, and the team offers these insights to aid in the actions that NMSS is taking to implement Section 507 of the ADVANCE Act.
