LETTER NOMINATING CHRISTIAN ARAGUAS TO THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS COUNCIL ON STANDARDS AND CERTIFICATION
Dear Mr. Vogan,
I would like to nominate Mr. Christian Araguas as the U.S. Nuclear Regulatory Commission (NRC) representative to the American Society of Mechanical Engineers (ASME) Council on Standards and Certification. Mr. Araguas has assumed the duties and responsibilities of the NRC Standards Executive, replacing Ms. Michele Sampson who has taken on other duties within the NRC. Likewise, Mr. Araguas is being nominated to the ASME Council on Standards and Certification as replacement for Ms. Sampson.
In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," dated January 27, 2016, the participation on a committee of an NRC
-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved and published as a result of the committees efforts. Agency representatives participating in the work of consensus standards organizations will, to the extent possible, ascertain the views of the agency on matters of interest and will express views that are consistent with established agency views.
However, the NRCs endorsement of standards approved and published as a result of a consensus standards committees efforts, if desired by the NRC, would be part of a separate activity such as incorporation by reference into rulemaking or endorsement in an NRC regulatory guide.
