Dear DFM Director,
In accordance with the Memorandum of Understanding between our agencies, I request you review the enclosed revision of Japanese Certificate of Approval No. J/105/AF, dated September 13, 2023, for the MFC-1 and make a recommendation for import and export use of the package design. Our applicant has confirmed a shipping date of April 2025. Since the design has been reviewed in the past (TAC NO. L24445 and Case Number 71-3043), I request your review be limited to changes in this revision of the certificate. The changes to the certificate address the impact of ageing management program, improved modeling used in criticality analysis, separation of the quality management plan from the safety analysis report and other minor revisions which are identified in the safety analysis report.
To assist you in your review, I have transmitted a copy of Japanese Certificate, a summary of design changes found in the safety analysis report, a copy of the Safety Analysis report that highlights changes and an affidavit for withholding proprietary information. Our applicant has been advised a public copy of all proprietary information is required before our review can be completed.
If you have any questions or need any additional safety information, please feel free to contact me at (202) 697-1301 or via email at Rick.Boyle@dot.gov.
Sincerely, Richard W. Boyle, Radioactive Materials Division of Sciences and Engineering Office of Hazardous Materials Safety Enclosures RICHARD BOYLE Digitally signed by RICHARD BOYLE Date: 2024.04.02 07:20:55 -04'00'
