Guidance for the September 25-26, 2024, Monitoring Onsite Observation Visit to the Savannah River Site Saltstone Disposal Facility
GUIDANCE FOR THE SEPTEMBER 25-26, 2024, MONITORING ONSITE OBSERVATION VISIT TO THE SAVANNAH RIVER SITE SALTSTONE DISPOSAL FACILITY
The U.S. Nuclear Regulatory Commission (NRC) staff is planning an Onsite Observation Visit (OOV) on September 25-26, 2024, to the U.S. Department of Energy (DOE), Savannah River Site (SRS) Saltstone Disposal Facility (SDF) to monitor the DOE activities related to the disposal of Waste Incidental to Reprocessing (WIR), per the NRC responsibilities under the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA). This OOV is designated as SDF-CY24-01. The guidance below describes the activities for this OOV. The detailed agenda and summary will be included in the OOV Report.
The NRC plans to conduct the following activities during this OOV and next to an activity is any appropriate associated monitoring factor(s) from either the current NRC NDAA-WIR SDF Monitoring Plan (Accession No. ML13100A113) or the six NRC Letters that supplemented that NRC NDAA -WIR SDF Monitoring Plan (Accession Nos. ML17097A351, ML18033A071, ML18107A161, ML18219B035, ML19150A295, and ML21279A173):
- Technical discussion of recent operations, including saltstone disposal volumes, saltstone inventory, and worker dose (Monitoring Factor (MF) 1.01, MF 1.02, MF 8.01, and MF 11.01)
- Technical discussion of DOE plans for groundwater monitoring well locations (MF 8.02 and MF 8.03)
- Technical discussion of draft NRC Monitoring Plan (all monitoring factors)
- Technical tours, including specific aspects of construction of Saltstone Disposal Structure (SDS) 11 (MF 6.04, MF 6.05, and MF 8.01)
For the SDF, the history of both the DOE NDAA-WIR Consultation with the NRC under NDAA Section 3116(a) and the NRC NDAA-WIR Monitoring, in coordination with the State of South Carolina under NDAA Section 3116(b), was in a previous OOV Guidance Memo (Accession No. ML18155A389). On July 1, 2024, the state of South Carolina implemented a regulatory reorganization and the South Carolina Department of Environmental Services took over the South Carolina NDAA-WIR activities from the South Carolina Department of Environmental Control, which ceased to exist.
For the SDF, the links to the major NDAA-WIR Consultation and NDAA-WIR Monitoring documents as well as the current status of NRC NDAA -WIR Monitoring (i.e., conclusions notification letters, open issues, monitoring areas, monitoring factors) is available on the NRC Public Website at: https://www.nrc.gov/waste/incidental -
