SUMMARY

OF AUGUST 23, 2023, MEETING WITH EXTERNAL STAKEHOLDERS PREVIEWING LIMITED-SCOPE REVISIONS TO GUIDANCE DOCUMENTS SUPPORTING THE PUBLISHED FINAL ENHANCED WEAPONS RULE On August 23, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting using Microsoft Teams with approximately 158 participants. During this meeting, NRC staff discussed the staffs plans to issue limited-scope revisions to three draft regulatory guides (DGs), providing regulatory guidance on the published final Enhanced Weapons Rule (EWR).

On March 14, 2023, the NRC published the Enhanced Weapons final rule in the Federal Register (88 FR 15864) containing these new requirements and supporting guidance documents. After publication of the final rule, impacted licensees met with NRC staff in several implementation workshops and industry symposiums. During these engagements, licensees identified questions on the supporting regulatory guidance documents and requested the NRC provide clarification.

The NRC staff has determined that additional clarification was warranted to these guidance documents to support licensees timely and efficient implementation of the published final rule.

Accordingly, the NRC staff stated it intends to develop limited-scope revisions of three DGs to clarify these guidance documents and provide for public notice and opportunity for comment via separate Federal Register notices.

The NRC staff discussed the following two presentations regarding the new/revised regulations and regulatory guidance and addressed questions from the meeting attendees.
