OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS DECOMMISSIONING GUIDANCE FOR NUCLEAR REGULATORY COMMISSION MATERIAL LICENSEES AND AGREEMENT STATE LICENSED SITE REMEDIATION AND DECOMMISSIONING CONTRACTORS USING RECIPROCITY AGREEMENTS FOR TEMPORARY WORK AT LICENSED FACILITIES Enclosed is revised guidance for U.S. Nuclear Regulatory Commission (NRC) licensees and Agreement State licensed service providers/contractors for work at temporary site remediation and materials job sites. Regional comments have been incorporated as appropriate. We have clarified that the NRC licensee remains responsible for all activities and eventual release of the site regardless of contractors the NRC licensee/owner may hire to perform specific activities.
The guidance clarifies that site remediation and decommissioning service providers licensed by Agreement States must comply with their Agreement State license. The guidance allows the licensed service provider to use their equipment; calibration sources, reference standards, and contaminated equipment, at the NRC licensed facility.
To allow more time for the Regions to review the proposed work, the guidance increases the advance notification requirement to 30 days before initiating site remediation and decommissioning activities at a temporary job site. NUREG 1757 Volume 1, Decommissioning Process for Materials Licensees, is currently in the process of being revised and the attached guidance will replace Appendix K, Policy and Guidance Directive, FC 94-02, Licensing Site Remediation Contractors for Work at Temporary Job Sites.
