Dear Dir. Warden:
Enclosed is export application XW033 dated June 18, 2024, received by the U.S. Nuclear Regulatory Commission from Perma-Fix Northwest Richland, Inc. The application requests the export of low-level radioactive waste in the form of residual ash and noncombustible metal consisting of cobalt -60, cesium-137, tritium, manganese-54, zinc -65, cobalt-58, carbon-14, iron-55, nickel-63, strontium-90, techneticum-99, plutonium-241, and americium-241. The source of the incoming material is the CFE Laguna Verde Nuclear Power Plant, located near Veracruz, Mexico.
The material will be imported into the U.S. under the general import license pursuant to 10 CFR 110.27, and will be returned to Mexico, the originating country.
Before acting on this application, we request your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested application meet the applicable criteria in the Atomic Energy Act of 1954, as amended. Enclosed is an export application XW033 accepted by the U.S. Nuclear Regulatory Commission on Ju ly 23, 2024, from Perma -Fix Northwest Richland, Inc., requesting a specific Export license to return the radioactive waste to Mexico.
