STAFF REQUIREMENTS - COMCTH-24-0003 - LICENSE RENEWAL AND SUBSEQUENT LICENSE RENEWAL REVIEW EXPECTATIONS The staff should begin completing license renewal (LR)/subsequent license renewal (SLR) reviews in no more than 14,000 staff hours and no more than 18 months, assuming a high-quality application submittal, and timely responses from the applicant to requests for additional or confirmatory information. The staff should implement 14,000 staff hours and an 18-month completion time for new applications received after issuance of this SRM. For reviews that have already started, staff should re-evaluate, and to the extent possible, adjust schedules to meet the new metrics.

The staff have already realized process improvements by applying lessons learned and implementing the new Tiered Approach for safety reviews. This work should continue and expand wherever possible; therefore, the staff should conduct a business process improvement exercise to identify and implement additional efficiencies as work progresses.

The staff should update the Commission monthly via Commissioners Assistants (CA) note on 1) its progress towards achieving the no more than 14,000-hour and no more than 18-month LR/SLR review timeframe; and 2) overall status of license renewal reviews with detail sufficient to track progress and metrics from month-to-month. The staff should inform the Commission of any exceedance or projected exceedance of more than 10% above the metrics established for review for staff hours or completion time via CA note with a detailed explanation for the exceedance. Finally, as additional experience is gained, the staff should revise its metrics downward and correspondingly adjust implementation plans.

The staff should continue to engage with licensees to understand the timing of application submittals and ensure resources are in place and priorities are shifted as necessary to achieve the above expectations.

The staff should take into account licensees operational programs that are required, approved, and overseen by the agency that are relevant to aging management, and afford credit in SLR.

Assuming high-quality LR/SLR applications reflective of recent experience, the staff should strive to complete acceptance reviews within 30 days.
