CLINCH RIVER NUCLEAR SITE CONSTRUCTION PERMIT PREAPPLICATION READINESS ASSESSMENT REPORT FOR THE DRAFT ENVIRONMENTAL REPORT (DOCKET NUMBER: 99902056)
Dear Scott Hunnewell:
On July 22, 2024, members of the staff of the U.S. Nuclear Regulatory Commission (NRC) completed a preapplication readiness assessment (hereinafter readiness assessment) of the draft Environmental Report (ER) and supporting documents that the Tennessee Valley Authority (TVA) intends to submit as part of the Clinch River Nuclear (CRN) Site construction permit application (CPA). The staff initiated the audit October 27, 2022, subsequently conducting periodic meetings for discussions of draft ER chapters initiated during a March 28, 2023, meeting at the CRN Site in Roane County, Tennessee (Agencywide Documents Access and Management System (ADAMS) ML23178A037). The readiness assessment plan used for the CRN Site CPA can be found ADAMS ML22285A027.
The primary goal of the readiness assessment was to understand the level of detail in the CRN Site draft ER and is not part of the NRCs official acceptance review process. Staff identified key issues and information gaps that, if included in the final application submitted to NRC, would foster gained efficiencies and schedule predictability in the staffs review.
Therefore, observations from the readiness assessment do not predetermine whether the application will be docketed. NRC anticipates that the U.S. Army Corps of Engineers (USACE) will be a cooperating agency for the CPA and will likely need information not indicated in this readiness assessment subsequent to any application submittals to the USACE from TVA.

As a result of reviewing the draft ER chapters and engaging in discussions with TVA, the enclosed document summarizes the NRC staffs observations regarding the completion of the review. TVA should consider these observations while finalizing the CPA for the CRN Site.
