Dear Dir. Warden:

Enclosed is an application received by the U.S. Nuclear Regulatory Commission (NRC) on July 18, 2024, submitted by Framatome Inc. (XSNM3845). The application requests the export of 40,000 kilograms of low-enriched uranium in the form of uranium dioxide (UO2) powder to Japan for use as reload fuel at Ohi, Mihama, and Takahama Nuclear Power Stations.

Assurances from Japan that the material will be subject to all the terms and conditions of an agreement for cooperation are required. Please note that the material has origins from France (100%), Canada (48.36%), Australia (27.26%), Kazakhstan (13.11%), South Africa (9.53%),

Niger (1.71%), and Namibia (0.03%). Therefore, it has obligations from Australia, Canada, and EURATOM.
